Application to Release 20% of CERA Funds

Introduction

Thank you for your participation in the CERA Program and for your compliance with the City of Detroit’s rental property requirements. 


One application is needed for each rental unit.


Please submit this brief request to receive the 20% portion of rental assistance as outlined in the terms of the CERA Agreement. One of the following will be needed to process your application:


  1. Proof of rental Certificate of Compliance
  2. Proof of compliance-related repairs that meet or exceed the 20% held in escrow
    • Expenditures can be confirmed with receipts, invoices
    • Must include proof of rental registration
  3. Proof of accepted Certificate of Compliance CERA exception
    • Obtain or produce written verification of a currently approved HUD or MSHDA HQS inspection, or LIHTC inspection or similar other inspection approved by another governmental agency for this specific property
    • Must include proof of rental registration

Release of Information

Before proceeding, please read and agree to the following statement that allows us to process your information.

CONSENT:  I/We hereby allow Wayne Metropolitan Community Action Agency, its agents, employees, sub-contractors or affiliates to communicate with and request information from all housing, utility and income providers listed on Wayne Metro's related forms and to enter my/our personal information into the applicable program databases. This release expires two (2) years from the date of application. I agree that photocopies of this authorization may be used for the purposes stated above. 

Program Denial
Landlords that do not give consent will be denied for this program. We must be able to share your information with our program partners in order to release funds.

Submitting Proof of Repairs


Several items are eligible for reimbursement. If eligible items total 20% or more of escrowed funds, we will be able to release the 20% of CERA Funds to the landlord. See below for the type of items that are eligible, a brief description of item, and documentation we can accept:
  • Rental inspection fees
    • Any fees you paid to perform a rental inspection on the property. You will need to submit proof of payment for these fees. Proof of payment pay include a copy of a paid invoice or receipt.
  • Lead inspection fees
    • Any fees paid to perform a lead inspection or lead clearance test. You will need to submit proof of payment for these fees. Proof of payment may include a copy of a paid invoice or a receipt. 
  • Contractor fees
    • Any fees you paid a contractor to preform compliance-related repairs on the property. You can accept an invoice from the contractor (invoice must show balance was paid).
  • Material fees
    • The cost of material used to perform compliance-related repairs on the property. We can accept receipts as proof of payment. Please include a summary of how these materials were used in the Item Description section.

Submitting Proof of Certificate of Compliance CERA Exception 


Upload evidence that property qualifies for Certificate of Compliance CERA exception, which could include:
  • Active compliance with Federal HUD housing inspections, which generally ensure habitability and quality of a rental unit, including:
    • Housing Quality Standards (HQS) for Section 8 or Low-income Housing Tax Credit (LIHTC)
    • REAC for public housing
  • Written acknowledgement by BSEED that the property is effectively in compliance, and the lack of Certificate of Compliance is due to factors unrelated to the conditions of the home (e.g. outstanding fines)
